CDS offers Start-Up Brokers who assist you or your loved one to self-direct services and supports received through the Home and Community Based Waiver program option called "Consolidated Supports and Services".

The CSS waiver option provides people more responsibility in managing supports and services as well as controlling their personal budget. Individuals in CSS often self- hire and manage their own staff supports.

Start-Up Brokers assist in completion of an approvable CSS application and CDS is proud to offer this new service!

Meet CDS’ Start-Up Broker:

Joyce Felton   Joyce has a BS in Organizational Management from Roberts Wesleyan College and an AAS in Business Administration from RIT. She has worked in the field of developmental disabilities since 1997. Joyce has worked in the areas of Residential, Guardianship, Quality Assurance and Family Support Services. She expierence working as start-up broker and Medicaid Service Coordinator helping people throughout the process and development of CSS Plans.  Joyce has a true passion for helping people to obtain what they need to fulfill their goals and dreams.
